• Amends charter school admission requirements under Arizona Revised Statutes § 15-184 to allow charter schools to give enrollment preference to children of school employees, charter holder employees, governing body members, and charter holder directors/officers.

• Permits charter schools to give preference to pupils who previously attended another charter school with identical charter holder, board membership, or the same educational management organization as the enrolling school.

• Removes language prohibiting charter schools from admitting pupils who reside in areas of school districts under court-ordered desegregation or civil rights agreements without violating those court orders or agreements.

• Repeals § 15-816.02 of Arizona Revised Statutes entirely.

• Maintains existing requirements that charter schools must enroll all eligible applicants unless capacity is exceeded, and must use equitable selection processes such as lottery when necessary.
