Amends Arizona Revised Statutes Section 8-804.01 regarding maintenance of child abuse and neglect reports by the Department of Child Safety (DCS).

Adds new subsection G requiring DCS to classify reports as "ruled out" if the department determines the report is unsubstantiated and there is no reasonable evidence to support it.

Maintains existing provisions restricting use of reports and related records to specific purposes including safety assessments, placement decisions, licensing determinations, service provision, criminal investigations, and state/federal reporting requirements.

Prohibits use of reports for employment or background checks except as provided in Section 8-804, subsection B, which limits background checks to information in the central registry only.
