Amends sections 15-914.02, 41-1279.03, and 41-1279.04 of Arizona Revised Statutes to extend auditor general authority to charter schools in addition to school districts.

Requires charter schools subject to audit by the auditor general to comply with reporting, follow-up, and hearing participation requirements under section 41-1279.03.

Expands the auditor general's schoolwide audit team duties to conduct performance audits and monitor both school districts and charter schools to determine the percentage of every dollar spent in the classroom.

Authorizes the auditor general to attend executive sessions of charter school governing bodies for purposes of conducting special audits and investigations.

Grants the auditor general access to examine all records, accounts, and property of charter schools, with criminal penalties for charter school officers or employees who knowingly refuse such access.
