Department of Education establishes a five-year pilot program exempting English language learners from structured English immersion requirements under Arizona law.

Up to ten high schools selected to participate, with no more than two located in counties with populations of at least 2 million; requires at least two charter schools, including one in a large county.

Participating schools must have been assigned a letter grade of A, B, or C pursuant to Arizona school accountability standards.

Department of Education must submit a report on the pilot program's effectiveness to the governor, speaker of the house, and senate president by September 15, 2023.

Pilot program and this section are repealed on December 31, 2024.
