• Allows pharmacists to dispense one-time emergency refills of noncontrolled medications for ongoing conditions without prescriber authorization if medication has been consistently used for at least 12 months, with limits of 7 days or 30 days depending on prepackaging, and requires notification to prescriber within 48 hours.

• Permits pharmacists to prescribe and administer oral fluoride varnish after completing accreditation council for pharmacy education-approved training, including performing caries risk assessments and providing fluoride record cards to patients.

• Authorizes pharmacists to prescribe and dispense nicotine-replacement tobacco cessation drug therapies to patients at least 18 years old enrolled in structured cessation programs, with required training on epidemiology, assessment, and behavioral interventions.

• Requires pharmacists prescribing prescription nicotine-replacement therapies to notify the patient's primary care provider within 72 hours and maintain records available to providers.

• Prohibits pharmacists from receiving payments or kickbacks for referrals to dentists or physicians under the fluoride varnish provisions.
