Allows a county with a population of 1.2 million or more persons to renew and extend a county transportation excise tax through a countywide election held 6 to 62 months before the current tax expires.

Extended tax shall be levied at the same rates as the original tax (up to 10 percent of transaction privilege tax rates and utility use taxes) for a term of 10 to 20 years, as determined by the board of supervisors.

Net revenues from the renewed tax must be distributed consistent with current allocation percentages in the regional transportation plan: for state highways, major arterial streets, and public transportation including light rail systems.

Requires the board of supervisors to prepare and distribute a publicity pamphlet to all households with registered voters containing a summary of the tax, purposes, revenue projections, ballot form, and arguments for and against the measure.

Election must be held on a regularly scheduled countywide general election day and conducted according to general election procedures under Arizona law.
