Amends Arizona Revised Statutes Section 16-409 to allow counties to conduct mail ballot elections for any elections administered by that county, including federal, state, and local elections.

Requires county board of supervisors approval by vote before a countywide mail ballot election may be conducted.

Mandates that counties, cities, towns, and school districts conducting mail ballot elections submit annual reports by January 1 to the president of the senate and speaker of the house of representatives.

Reports must include voter turnout changes, cost comparisons to traditional elections, program improvement suggestions, mail ballot irregularities, voter satisfaction data, and number of nondeliverable ballots.
