Adds definitions for three classes of electric bicycles to Arizona law: Class 1 (motor assists only while pedaling, cuts off at 20 mph), Class 2 (motor can propel bicycle independently, cuts off at 20 mph), and Class 3 (motor assists while pedaling, cuts off at 28 mph).

Electric bicycle operators have the same rights and duties as bicycle riders and are exempt from vehicle title, registration, license tax, driver license, and insurance requirements.

Requires manufacturers to permanently affix labels to electric bicycles showing classification number, top assisted speed, and motor wattage in at least 9-point bold type beginning January 1, 2018.

Restricts Class 3 electric bicycles to operators age 16 and older, requires helmet use, mandates speedometer equipment, and prohibits use on multi-use paths unless adjacent to highways or locally authorized.

Clarifies that electric bicycles are not "motorized gas powered bicycles" and therefore not subject to separate registration and licensing requirements for gas-powered motorized bicycles.
