Amends section 15-182 to require the state board for charter schools to annually review special education admission practices and ensure enrollment is fair and nondiscriminatory.

Requires charter schools with special education enrollment more than 2 percent below the statewide average to work with their authorizer to develop and publish a plan for eliminating under-enrollment of special education students.

Requires charter school authorizers to provide technical assistance and monitor compliance with special education enrollment measures, including taking appropriate enforcement actions.

Amends section 15-184 to allow charter schools to give enrollment preference to and reserve capacity for children who qualify for special education instruction.
