Requires charter schools to post available capacity for each grade level on their website, update monthly, and provide this information to the public upon request.

Allows charter schools to enroll all eligible pupils who submit timely applications unless capacity is exceeded.

Grants enrollment preference to returning pupils, siblings of enrolled students, foster children, unaccompanied youth, and children of school employees or governing board members.

Requires charter schools to use an equitable selection process such as a lottery when capacity is insufficient, with preference given to siblings of selected pupils.

Prohibits charter schools from limiting admission based on ethnicity, national origin, gender, income level, disability, English language proficiency, or athletic ability.
