Appropriates $2,750,000 in fiscal year 2017-2018 to the Arizona Criminal Justice Commission from three sources: $1,000,000 from the penitentiary land fund, $1,000,000 from the state charitable, penal and reformatory institutions land fund, and $750,000 from the inmate store proceeds fund.

Directs the Arizona Criminal Justice Commission to distribute funds proportionately to county attorney offices in counties with populations under 3 million to administer felony pretrial intervention programs.

Requires felony pretrial intervention programs to provide substance abuse treatment including medically assisted treatment, cognitive behavioral therapy, case management services, and mandatory drug testing when appropriate for nondangerous, nonrepetitive offenders.

Allows the Arizona Criminal Justice Commission to retain up to 1 percent of appropriated funds for administrative expenses; requires treatment providers to report offender attendance records and drug test results to county attorneys.

Exempts the appropriation from lapsing provisions under Arizona Revised Statutes section 35-190.
