Adds section 13-717 to Arizona Revised Statutes establishing sentencing requirements for felony convictions where the defendant's unlawful presence is determined as an aggravating factor under section 13-701(d)(21).

Requires courts to impose at least the presumptive sentence for the felony and prohibits probation, suspension of sentence, community supervision, commutation, or early release of any kind until the full sentence is served.

Tolls (pauses) the statute of limitations under section 13-107 for any period during which the defendant is not in the United States.

Designates the act as "Grant's Law" in the short title.
