• Amends Arizona Revised Statutes Section 45-462 regarding grandfathered groundwater rights in active management areas.

• Prohibits the director from adopting or implementing administrative rules in the Pinal Active Management Area that reduce extinguishment credits for irrigation grandfathered rights to less than the full amount of the right being extinguished.

• Applies retroactively to any rules adopted before or after the effective date of this amendment.
