Amends Arizona law to prohibit administrative law judges and commissioners from awarding attorney fees to condominium or planned community associations in hearings conducted under section 32-2199.01.

Adds new subsection D to section 12-341.01 clarifying that the general attorney fees provision does not apply to administrative hearings held pursuant to section 32-2199.01, regardless of which party is successful.

Applies to disputes between owners and associations regulated under Arizona's condominium (title 33, chapter 9) or planned community (title 33, chapter 16) statutes.

Department retains authority to hear disputes between owners and associations regarding violations of condominium/planned community documents or governing statutes.
