Amends Arizona Revised Statutes section 32-3021 to add a new exemption for private instructional programs or courses that are less than 40 contact hours in length and charge a fee of less than $1,000.

Defines "contact hour" as a 50-minute session of scheduled in-class or online instruction for purposes of the exemption.

Programs meeting both criteria (under 40 contact hours AND under $1,000 fee) are exempt from private vocational program licensing requirements.

Maintains all existing exemptions for schools, training programs, and courses while adding this new short-term, low-cost instruction category.
