Amends Arizona Revised Statutes section 28-7903 to regulate outdoor advertising placement adjacent to interstate, primary, and secondary highway systems.

Prohibits outdoor advertising visible from main traveled ways of highways, except for signs authorized under section 28-7902.

Prohibits advertising that simulates official traffic signs, displays flashing or blinking lights (except public service information like time/weather), or creates blinding illumination for drivers.

Prohibits advertising placed on trees, painted on rocks or natural features (except authorized signs), advertising abandoned signs in unsafe condition, and ads promoting unlawful goods or activities.

Prohibits advertising that obstructs official traffic signs, interferes with driver vision at intersections, or is placed in interchange areas between crossroads and 500 feet beyond pavement widening at freeway exits or entrances.
