Amends section 16-442 of Arizona Revised Statutes to clarify that voting machines and devices must comply with the Help America Vote Act of 2002, state law, and the instructions and procedures manual adopted pursuant to section 16-452 to be certified for use in Arizona.

Requires that machines or devices used in federal, state, or county elections must be tested and approved by a laboratory accredited pursuant to the Help America Vote Act of 2002.

Establishes that the secretary of state may revoke certification or prohibit purchase, lease, or use of voting systems for up to five years if uncertified equipment is used or if non-certified hardware, firmware, or software versions are included in certified systems.

Permits the secretary of state or governing bodies to approve experimental use of voting systems without final adoption, with validity equivalent to permanently adopted machines.

Allows the secretary of state to approve emergency certifications for voting system upgrades or modifications for up to six months if the governing body establishes in an open meeting that the election cannot be conducted without the emergency certification.
