Amends voter registration eligibility requirements to allow voter registrations received on the next business day after the twenty-ninth day preceding an election if that twenty-ninth day falls on a Saturday, Sunday, or legal holiday.

Changes the deadline for political party state committee chairmen to file presidential elector candidates from "not less than ninety days or more than one hundred twenty days before the primary election" to "not more than ten days after the primary election."

Modernizes language in election statutes by replacing gendered pronouns ("his") with gender-neutral alternatives ("the recorder's").

Updates references to conform with current statutory style conventions (changing "which" to "that").
