Amends Arizona Revised Statutes Section 48-3603 to modify requirements for county flood control districts granting easements or leases on district real property.

Exempts flood control districts from the public auction requirement (Section 9-402) when granting easements or leases to parties other than the state or political subdivisions, provided specific notice and posting procedures are followed.

Requires districts to post notice on affected property for at least 15 days, publish notice in local newspaper, and post on district website before executing an easement or lease.

Allows interested persons to request in writing during the 15-day posting period that a proposed easement or lease be submitted to public auction; if requested, the district must follow standard auction procedures.

For leases only, limits the exemption to properties with appraised rental value less than $5,000 per month, and requires reimbursement to the county at not less than the appraised value.
