• Adds 30 new definitions and technical standards covering technological aids, account access components, critical memory, random number generators, software signatures, and cashless transactions.

• Requires all gaming equipment and software to be tested and approved by recognized testing laboratories before use, with grandfather status available for existing systems meeting compliance standards.

• Allows Class A bar/beer-wine bar/club licensees to conduct bingo without membership requirements, with monthly reporting periods instead of quarterly, and directs 75% of bingo tax revenue to full-day kindergarten funding and 25% to the Department of Public Safety.

• Increases operating limits for Class A bar/club licensees from 5 to 7 bingo occasions per week and from 12 to 20 hours per day, and removes the $15,600 annual gross receipt cap that applies to other Class A licensees.
