Amends section 25-403 to add "substantial" as a factor when considering which parent is more likely to allow frequent, meaningful, and continuing contact with the other parent in legal decision-making determinations.

Modifies section 25-403.02 to require courts to apply best interests standards from section 25-103 in addition to existing criteria when adopting parenting plans that maximize respective parenting time for both parents.

Adds notification requirements to section 25-503 obligating parties to inform each other within 20 days of knowing a substantial and continuing change in circumstances for child support modification, or within 5 days for health insurance coverage changes.

Clarifies that shared legal decision-making does not necessarily mean equal parenting time.
