Establishes a joint select committee on corrections consisting of 3 state senators (2 majority, 1 minority), 3 house members (2 majority, 1 minority), the governor or designee, the corrections director or designee, and the administration director or designee.

Committee must meet at least twice annually and elect its own chairperson; voting quorum requires 4 members (legislative members only; governor and executive directors are nonvoting members).

Committee shall receive testimony from the Department of Corrections on inmate population trends, deaths, complaints, food services, and air conditioning/heating conditions, and from the Department of Administration on prison bed construction schedules.

Committee must review and make recommendations regarding future prison construction and capital investments to improve inmate and staff conditions, private incarceration facility sites, and other prison-related matters.

Committee shall submit an annual report with recommendations to the governor, legislature leadership, and secretary of state by October 15; committee terminates July 1, 2025.
