Amends A.R.S. § 16-214 to require the governor to transmit election proclamations to both the officer in charge of elections and the clerk of each board of supervisors.

Modifies the publication requirement in § 16-214 so that the board of supervisors clerk publishes the proclamation directly, rather than being notified by the election officer first.

Amends A.R.S. § 16-223 similarly for special elections, requiring transmission to both the election officer and board clerk.

Changes the special election publication process to remove the notification step from the election clerk and require the board clerk to publish the proclamation directly.

Maintains existing publication timelines: at least 10 days before general elections and at least 5 days before special primary and general elections.
