Allows counties with populations under 500,000 to provide alternative methods for complying with water or fire flow requirements for fire protection under fire or building codes for single-family residential properties in wildland-urban interface areas or under international fire codes.

Permits property owners to apply for a waiver of water or fire flow requirements if they find them overly burdensome to development, with the state, municipality, county, or fire district required to grant or deny the waiver within 30 days.

Establishes an appeal process allowing property owners to appeal denied waivers to the city, town, or county governing body, which must issue a decision within 30 days of receiving the appeal.

Adds fire district authority in counties with populations under 500,000 to provide alternative compliance methods for water or fire flow requirements and to accept or deny waiver requests under the new provisions.
