Increases the cash assistance lifetime limit from 12 months to 36 months for heads of household, spouses, ineligible parents, and adult nonparent relative caregivers under the Temporary Assistance for Needy Families (TANF) program.

The 36-month time limit applies retroactively to all cash assistance received on or after October 1, 2002, regardless of whether months are consecutive or the source of funding.

Exempts child-only cases from the time limit, and disregards certain months of assistance in calculations (foster parents, nonparent relatives in child-only cases, assistance units on high-unemployment Indian reservations, and partial grant months).

Maintains a federal 60-month lifetime limit for assistance funded in whole or in part by the federal TANF block grant across all states and territories.

Establishes an effective date of September 1, 2017, for the new 36-month limit, replacing the previous provision that terminated assistance on July 1, 2016, for families with 12 or more months of prior assistance.
