Amends Arizona Revised Statutes section 20-1106 to allow minors at least 16 years old who are foster children or participating in the independent living program to contract for motor vehicle liability insurance.

Requires such minors to have completed a driver education program before contracting for motor vehicle liability insurance that satisfies section 28-4009 requirements.

Grants minors described in the bill the legal capacity to exercise all rights and powers under motor vehicle liability insurance contracts as though they were of full legal age.

Prevents minors from rescinding, avoiding, or repudiating motor vehicle liability insurance contracts, except they cannot be bound by unperformed agreements to pay premiums by promissory note or otherwise.

Updates gender-specific language in the statute from "his" to "the minor's" throughout the section for inclusive drafting.
