Amends financial disclosure requirements for public officers to separately itemize and report benefits received in the form of travel, lodging, and registration fees without regard to amount, including the name and address of donors or payors.

Modifies lobbying definitions to include communicating with legislators about draft, proposed, or model legislation at conferences, meetings, or other events outside the legislature, regardless of whether the event sponsor is a nonprofit corporation.

Requires lobbyists and public bodies to separately itemize and report any benefit provided in the form of travel, lodging, or registration fees without minimum dollar thresholds, including names and addresses of all donors or payors into accounts used to provide such benefits.

Expands the definition of "lobbying" to include attempting to influence the procurement of materials, services, or construction by any state agency for persons otherwise required to register as lobbyists for compensation.

Clarifies that persons providing technical information or answering technical questions under authority of a lobbyist must receive such requests in open legislative meetings, and excludes providing legislative arguments or effects descriptions from the definition of technical information.
