Amends Arizona Revised Statutes Section 15-101 to add a definition of "bullying" as written, verbal, physical, or electronic communication intended to harm pupils by substantially interfering with educational opportunities, placing pupils in reasonable fear of physical harm, causing substantial emotional distress, or disrupting school operations.

Requires charter schools to adopt and enforce policies and procedures prohibiting harassment, intimidation, and bullying, including provisions for reporting, investigation, documentation, discipline, and prevention training for administrators, employees, pupils, and parents.

Requires school districts to prescribe and enforce similar bullying prevention policies with 13 specific components including confidential reporting procedures, protection of victims, employee reporting requirements, formal investigation processes, and annual training for staff and students.

Allows bullying policies to address off-campus conduct if reported to school officials and if the bullying creates a hostile environment at school, infringes on victim rights, or materially disrupts the school's operation.

Establishes the "Arizona Safe Schools Act of 2017" with legislative findings that all students have the right to participate in education free from bullying and that safe school environments are necessary for academic achievement.
