Permits cities and towns to adopt rent control ordinances for residential dwelling units and mobile home spaces rented to individuals age 62 or older.

Permits counties to adopt rent control ordinances or resolutions for residential dwelling units and mobile home spaces rented to individuals age 62 or older.

Carves out exceptions to the state's preemption of rent control by allowing ordinances adopted under the new senior rent control provisions and housing owned, financed, insured, or subsidized by state agencies or local governments.

Modifies sections 33-1329 and 33-1416 (Arizona Revised Statutes) to clarify that state preemption of rent control does not apply to senior-focused rent control measures or publicly-supported housing.
