Amends Arizona Revised Statutes section 4-203 to change the automatic reversion of liquor licenses held in continuous nonuse for more than 36 months to discretionary cancellation by the director with notice to the licensee.

Maintains the requirement that licensees in nonuse status for more than 5 months must pay a $100 monthly surcharge when the license returns to active status.

Allows the director discretion to waive surcharges and extend nonuse time periods for good cause.

Requires licensees to notify the director within 30 business days of assignment, surrender, transfer, or sale of a liquor license.

Preserves existing provisions regarding license transfers between locations within the same county and qualifications for licensees holding control of licenses.
