Amends Arizona Revised Statutes section 36-694 to modify the newborn screening program fee structure, increasing the maximum fee for the first specimen and hearing test from thirty dollars to thirty-six dollars.

Requires attending physicians or persons reporting births to order tests for congenital disorders and hearing disorders, with results reported to the Department of Health Services.

Establishes that hearing test results must be reported to the Department of Health Services as prescribed by department rules.

Designates the state laboratory as the primary testing facility, while allowing the director to designate other facilities for conditions or tests added to the program on or after July 24, 2014.

Requires the newborn screening program to maintain a central database of tested newborns and infants, provide follow-up services for children with detected hearing loss or congenital disorders, and establish an advisory committee with representatives from medical, insurance, and advocacy sectors.
