Amends Arizona Revised Statutes Section 28-7212 regarding the disposition of public roadways.

Requires joint action by boards of supervisors of both counties before disposing of a county roadway that forms a boundary line between two counties.

Requires joint action by governing bodies of cities/towns and the county or state before disposing of state or county roadways that are boundary lines or highways within incorporated cities or towns.

Allows a county board of supervisors or the state to abandon a county or state highway within an incorporated city or town by resolution, subject to existing contract obligations, notwithstanding the joint action requirement.
