Standing committees of the legislature may review any proposed, final, expedited, or emergency rules adopted by state agencies.

Committees that review rules must report their findings and recommendations to the legislature, with reports printed in the legislative journal if ordered by the presiding officer.

A concurrent resolution may approve or reject a rule if the committee determines it violates the legislative intent of the statute under which the rule was adopted.

Rules rejected by concurrent resolution are rendered void and unenforceable, and the Secretary of State must notify the affected agency and publish notice of the rejection in the Arizona administrative register.

All rules remain in full force and effect until either rejected by concurrent resolution or until they expire under existing rule expiration procedures.
