Amends Arizona Revised Statutes section 36-2511 to include section 36-2517 in the list of controlled substance schedules.

Adds new section 36-2517 allowing cannabidiol compounds approved by the U.S. Food and Drug Administration and rescheduled by the U.S. Drug Enforcement Administration to be prescribed as controlled substances in Arizona.

Does not affect authorization or prohibition under Arizona's medical marijuana statutes (title 36, chapter 28.1).

Becomes effective only if a cannabidiol investigational product is approved as a prescription medication under federal law and controlled via interim final rule by January 1, 2020.

Requires the Arizona State Board of Pharmacy to notify the Arizona Legislative Council by July 1, 2020 whether the federal approval condition was met.
