Department of Education must identify best practices and recommendations for digital citizenship and media literacy instruction by November 15, 2017, and report findings to the governor and legislature.

Department shall convene an advisory committee including school superintendents, digital citizenship experts, internet safety experts, media literacy experts, librarians, parents, teachers, and administrators to develop recommendations.

Advisory committee recommendations may include revisions to academic standards, establishment of a state educational technology plan, model policies on digital citizenship and internet safety, and professional development strategies for teachers and administrators.

Beginning in the 2017-2018 school year, school districts and charter schools must annually review and update their digital citizenship, internet safety, and media literacy policies with input from parents, teachers, librarians, students, and community representatives.

Legislature recognizes the need for students to learn safe, ethical, and responsible use of media and technology to address challenges such as privacy concerns, digital footprints, cyberbullying, and sexting.
