Establishes the Citizens Finance Review Task Force consisting of legislators, state agency directors, university economists, business representatives, educators, and child advocacy organization representatives.

Task force shall analyze state general fund and nongeneral fund revenues compared to other states, including examination of tax credits and transaction privilege tax exemptions and their economic development impact.

Task force shall analyze state expenditures compared to other states and make recommendations regarding responsible retirement of existing state debt.

Task force must submit findings and recommendations report to the governor and legislative leaders by September 30, 2018, and present the report to joint meeting of house and senate appropriations committees with public testimony allowed.

Task force is repealed effective September 30, 2019.
