Grants student journalists at public high schools, community colleges, and universities freedom of speech and press in school-sponsored media, regardless of financial support or facility use by the institution.

Prohibits prior restraint of school-sponsored media content, but allows schools to restrict distribution only for content that is libelous, slanderous, invades privacy, violates law, or creates imminent danger of inciting illegal activity or material disruption.

Protects student media advisers from dismissal, suspension, discipline, or retaliation for protecting student journalists or refusing to infringe on constitutionally protected conduct.

Requires school districts and charter schools to adopt written policies with content standards and a student journalist code of ethics consistent with the law's protections, and prohibits lewd and obscene content.

Schools, community colleges, and universities are not liable for civil or criminal claims arising from student expressions in school-sponsored media, and student expressions are not deemed to represent the institution.
