Allows early ballots postmarked by United States mail on election day to be counted, in addition to ballots received by 7:00 p.m. on election day.

Applies the postmark provision to federal write-in early ballots for overseas voters under the Uniformed and Overseas Citizens Absentee Voting Act.

Extends the postmark rule to all early voting scenarios including regular early voters and special district mail ballot elections.

Requires county recorder offices to remain open until 7:00 p.m. on election day to receive early ballots and updates affidavit language to reflect the postmark acceptance deadline.

Updates instructions to early voters stating ballots must be delivered to the election office, deposited at a polling place by 7:00 p.m. on election day, or postmarked by United States mail by election day.
