Requires county boards of supervisors to designate voting centers on university and community college campuses in consultation with the Arizona Board of Regents and student government organizations, allowing any county voter to cast ballots during early voting and on election day.

Establishes minimum numbers of required campus voting centers based on student enrollment: 1 center for campuses with ≤10,000 students; 2 centers for 10,001-20,000 students; 3 centers for 20,000-40,000 students; 4 centers for 40,000-50,000 students; 5 centers for 50,000-60,000 students; and 6 centers for ≥60,000 students.

Allows county boards to use voting centers in place of or in addition to traditionally designated polling places, permitting any voter in the county to receive and cast appropriate ballots at these locations.

Removes prior language restricting changes to precinct lines during 2008-2011 period and clarifies provisions regarding polling place designations, emergency designations, and electioneering restrictions.
