Requires county boards of supervisors to designate at least one-half of the county's precincts for use of electronic media poll lists, registers and signature rosters.

Makes voting centers mandatory (rather than discretionary) for counties, allowing any voter in that county to receive and cast the appropriate ballot on election day.

Requires county officers in charge of elections to review precinct needs 120 days before elections to ensure compliance with a 30-minute maximum allowable wait time, including consideration of bilingual workers, precinct line revisions, and polling place relocations.

Requires a separate voting line at each polling place for voters casting provisional ballots and establishes procedures for voters appearing at incorrect polling places to receive a form directing them to their correct precinct.

Adds notification requirements for provisional ballot voters so they can determine at no cost whether their ballot was counted and, if not, the reason why.
