Requires the Secretary of State, county recorders, and other election officials to meet at least annually to develop standards and procedures for elections and polling places.

Mandates standards to ensure voters do not wait more than one hour to vote at polling places or voting centers.

Requires standards for determining appropriate number of polling places, staffing levels, equipment, supplies, and ensuring equal access for all persons including those using public transportation or with disabilities.

Directs election officials to ensure timely and accurate dissemination of polling place and voting center location and hours information.

Requires standards for preventing voter intimidation and harassment, and mandates consultation with the U.S. Election Assistance Commission and other recognized voting and elections expertise organizations.
