Amends Arizona Revised Statutes Section 16-241 to allow registered independent (no party affiliation) voters to participate in presidential preference elections by selecting a political party's ballot of their choice.

Independent voters can now express preference for a presidential candidate of the political party they choose at the election, rather than being restricted to their registration designation.

Presidential preference elections continue to be held on the Tuesday immediately following March 15 in presidential election years, or on a later date if proclaimed by the governor.

Maintains existing procedures for conducting and canvassing presidential preference elections consistent with primary election requirements and state election laws.
