Adds requirement for election officials to direct voters appearing at incorrect polling places to their correct precinct and count their provisional ballots only for non-precinct-specific candidates and issues.

Requires county recorders to provide voters with notification of whether their provisional ballot was counted, using mail, toll-free phone, internet, or similar methods at no cost to the voter.
