Amends Arizona Revised Statutes Section 16-584 to address provisional ballots cast in incorrect precincts.

Requires county recorders to separate and count only votes cast by provisional ballot voters for candidates and ballot measures in which they were entitled to vote based on their actual residence.

Mandates creation of duplicate ballots containing only valid votes, prepared in the presence of witnesses and labeled "duplicate" with serial numbers matching the original ballot.

Requires county recorders to preserve the original provisional ballot and maintain a method to notify voters at no cost whether their provisional ballot was verified and counted, including the reason if not counted.

Allows voters to correct voting records when they have moved within the county and not notified the county recorder, permitting them to vote a provisional ballot at their new precinct address.
