Amends Arizona Revised Statutes sections 30-105 and 30-107 relating to the Arizona Power Authority Commission.

Changes commission membership language from "shall consist" to "consists" and clarifies that members cannot hold other salaried public offices or be associated with public service corporations engaged in generating, distributing, or selling power for profit.

Adds requirement that Title 38, chapter 3, article 8 applies to all commission members, establishing conflict of interest and ethics standards.

Updates meeting requirements to specify that all commission meetings are public and must maintain minutes in accordance with executive session provisions under sections 38-431.01 and 38-431.03.

Allows the commission to hold executive sessions consistent with Arizona's open meeting law requirements.
