Amends Arizona Revised Statutes section 3-1213 to allow county, city and town animal pounds without a licensed veterinarian on staff to obtain and administer sodium pentobarbital or derivatives of sodium pentobarbital under procedures established by the state veterinarian.

Modifies section 11-251 to make minor grammatical corrections to county board of supervisors' powers regarding property sales, animal protection ordinances, and other county operations.

Revises section 11-1021 to specify that impounded animals may be destroyed using sodium pentobarbital or its derivatives as the sole approved method, removing previous reference to T-61 euthanasia solution.

Requires animal destruction procedures to be performed either by a licensed veterinarian or in accordance with state veterinarian-established procedures for facilities without veterinary staff.

Mandates that county, city and town governing bodies establish humane procedures for animal destruction using the approved methods.
