Amends Arizona's motor fuel standards for oxygenated gasoline blends, specifically regarding ethanol-gasoline mixtures from September 30 through March 31 each year.

Allows gasoline-ethanol blends in Area B to exceed volatility requirements by up to one pound per square inch if the blend contains at least six percent ethanol by volume and meets federal Environmental Protection Agency waivers.

Removes iso-butanol from the list of restricted oxygenates in gasoline that cannot be sold as final products for motor vehicles in Arizona.

Modifies Area A fuel reformulation standards to require compliance with either federal Phase II reformulated gasoline or California Phase 2 reformulated gasoline standards, with specified vapor pressure requirements.

Allows registered fuel suppliers to petition for alternative oxygenate blends during ethanol supply shortages, subject to associate director approval in consultation with the Department of Environmental Quality.
