Amends Arizona Revised Statutes Section 9-471 regarding municipal annexation procedures to require that annexation petitions identify the entity responsible for maintaining existing county rights-of-way and roadways within or contiguous to the proposed annexation area.

Adds a new subsection R allowing territory to be annexed without meeting standard contiguity requirements if all real property in the territory is owned by one person, the city/town and property owner agree to annexation, and the territory adjoins the city/town boundary for at least 300 feet.

Modifies the timeline for county clerk notification by changing the requirement from "within sixty days of" to "within sixty days after" the annexation becomes final.

Makes technical corrections to statutory language regarding the annexation process and property owner rights.
