Amends Arizona Revised Statutes section 15-841 to establish a formal process for classroom reassignment when a teacher removes a pupil from class and requests the pupil not be returned.

Creates a requirement for placement review committees at each school to consider teacher requests for pupil reassignment within three school days, composed of two teachers and one administrator.

Allows pupils to be returned to a teacher's classroom only with the teacher's consent unless the placement review committee determines reassignment is impractical or impossible.

Permits the principal to temporarily keep a removed pupil out of the original classroom pending the placement review committee's decision.

Adds provisions allowing pupils who threaten an educational institution to participate in alternative programs (mediation, community service, restitution) as an alternative to expulsion.
