Automatically restores voting rights upon absolute discharge from imprisonment for persons convicted of two or more felonies, rather than requiring judicial discretion (amends § 13-906).

Removes the requirement that first-time felony offenders must pay fines or restitution to automatically have civil rights restored upon completion of probation or discharge from imprisonment (amends § 13-912).

Makes voting rights restoration automatic in applicable cases while maintaining existing restrictions on firearm possession rights based on offense type and timing.

Updates gender-neutral language throughout the statute from "his" and "which" to "the person's" and "that."
